Why Dubai Municipality Won

Dubai Municipality stood out for advancing digital twin technology beyond visualization and establishing a connected digital environment capable of supporting planning, simulation, infrastructure management, operational analysis, and future city services at an exceptional scale.

City-Scale Digital Modeling

Dubai Digital Twin creates a continuously evolving virtual representation of buildings, infrastructure, public assets, geographic features, and urban systems across the emirate.

Connected Operational Intelligence

The platform combines geospatial information with IoT and real-time data to help government entities monitor conditions, evaluate scenarios, and make better-informed decisions.

Practical Planning and Simulation

Applications across urban planning, infrastructure, asset management, environmental monitoring, and future-scenario analysis demonstrate clear operational value beyond the digital model itself.

About the Winning Innovation

Dubai Digital Twin is an integrated digital representation of the Emirate of Dubai developed by Dubai Municipality’s Geographic Information Systems Centre. The platform brings together detailed three-dimensional models, geospatial data, infrastructure information, government assets, and connected data sources within a unified digital environment.

Presented through the Dubai Here platform, the initiative enables users and government stakeholders to explore Dubai’s physical environment and understand the relationships between locations, assets, infrastructure, services, and urban activity. This connected representation transforms complex city information into a practical resource for analysis, planning, coordination, and decision-making.

The platform supports the simulation of proposed developments and future scenarios before changes are introduced into the physical environment. Urban planners and government entities can use this capability to examine infrastructure requirements, assess potential impacts, identify risks, and evaluate how different decisions may affect transportation, sustainability, public safety, utilities, and city operations.

IoT plays a critical role in extending the value of the digital twin. Real-time and continuously updated information allows the model to reflect changing conditions across the city rather than functioning solely as a static three-dimensional map. Connected data can support environmental monitoring, infrastructure analysis, asset management, operational visibility, and more responsive public services.

This combination of physical context and digital intelligence demonstrates how a city-scale digital twin can become a shared foundation for smarter government operations. It allows information from multiple entities and systems to be understood within a common spatial environment while creating opportunities for additional datasets, applications, and connected services to be introduced over time.

Dubai Digital Twin demonstrates the potential of digital twin technology when geospatial intelligence, connected data, and city-scale execution are brought together with a clear operational purpose. Dubai Municipality has created more than a digital representation of the city. It has established a foundation for simulation, infrastructure management, informed planning, and smarter public services across one of the world’s most dynamic urban environments.

Digital Infrastructure at City Scale

The scale of Dubai Digital Twin reflects the depth of coordination, data development, and technical execution required to create a useful digital representation of a modern city.

195,000+

Buildings represented through three-dimensional models across the emirate.

1,500+

Geospatial data layers incorporated into the digital twin environment.

100+

Two-dimensional and three-dimensional applications supporting government and city operations.

Dubai Municipality has also reported the conversion of more than 280,000 infrastructure assets and more than 330,000 public facilities and assets into three-dimensional models. Together, these resources provide an extensive digital foundation for understanding the city’s built environment and supporting future applications.

Advancing the Future of Connected Cities

As cities become more complex, their physical infrastructure, public services, transportation systems, environmental conditions, and development plans increasingly depend on information shared across departments and organizations. Digital twins provide a way to bring those systems together within a common operational context.

Dubai Digital Twin illustrates how that concept can be implemented at city scale. Its combination of geospatial data, advanced mapping, connected information, visualization, and simulation supports a more coordinated understanding of the urban environment and creates a platform for continued innovation.

The project also demonstrates the international relevance of IoT-powered digital twins. Its architecture and use cases provide a compelling example for municipalities, infrastructure operators, planners, and technology leaders seeking to use connected intelligence to improve how cities are understood, managed, and prepared for the future.

Dubai Municipality’s recognition reflects both the technical strength of the platform and the broader leadership required to coordinate data, systems, stakeholders, and real-world applications across an entire emirate.
